01Mandate
What the Council does, and what it does not.
Coordinating is not administering: that difference defines everything else.
The Council does not run schools and does not stand in for the institutions that make up the system. Its role is different and complementary: to maintain a shared reading of the state of education, to order the conversation between those who decide, and to put on public record what was agreed.
It does that with three instruments. The first is information: a single statistical base, documented and open, that lets people argue about facts rather than impressions. The second is planning: a long-term national plan with verifiable targets and a public progress dashboard. The third is participation: formal forums where the public, teachers and employers have their say before a policy is approved, not after.

Mission
To produce and coordinate the information, the planning and the forums the education system needs in order to decide on the evidence.
Vision
An education system that knows its own state in real time, plans ten years ahead, and answers to the public for every target.

Education information
Consolidate, validate and publish the national education system's statistics, with a documented methodology and open data by default.

National planning
Draw up the long-term education plan, translate it into measurable targets, and track its delivery in public.

Policy monitoring
Assess how policies in force are being applied, and issue technical recommendations to the institutions responsible.

Inter-institutional coordination
Bring the system's bodies together — public education, higher education, vocational training and local government — around a common agenda.

Public participation
Organise public consultations, forums and technical round tables, and publish how each contribution fed into the final decision.

No recommendation leaves the Council without the statistical base that supports it.

Who sits on the Council.
What is published is the institutional seats and what each one brings, not people's names: this is a demonstration, and an invented official would be a fake official.

Convenes the sessions, represents the Council to the other organs of state, and puts resolutions to the vote.

Prepares the technical files, produces the statistics, and keeps the national plan under review between sessions.

The Council is created
Constituted as a coordinating body between the education system's institutions, with a standing technical secretariat.
2022
First indicator system
The minimum set of national education indicators is defined, and the method for calculating them agreed.
2023
Opening the data
The first open education data catalogue is published, with historical series and a variable dictionary.
2024
Public consultations
The prior consultation mechanism is formalised for every education policy of national scope.
2026
National Plan 2026–2035
The long-term education transformation plan is approved, along with its public monitoring dashboard.
