01The plan

A plan is a promise with a date on it.

The plan organises the coming decade's work on education around five strands. It does not take over the powers of the institutions in the system: it sets out what is to be achieved, how it will be measured, and who answers for each target.

Its cycle is annual. Each year the Council publishes the state of the fifteen strategic indicators, reviews the programmes attached to them, and puts any adjustments out to public consultation. A plan that is never revised stops being a plan and becomes a document.

Strand 01Quality and learning

That every student learns what the level promises.

A system can enrol everyone and still not teach. This strand puts evidence of learning at the centre: periodic national assessment, materials aligned to the curriculum, and targeted support for the schools with the lowest results.

Strand 02Inclusion and equity

That where a child is born stops deciding how far they go in education.

The system's gaps are territorial before they are individual. This strand concentrates investment where coverage and retention are lowest, expands intercultural bilingual education, and removes barriers to access for students with disabilities.

Strand 03Teacher professionalisation

That teaching is a career with training, support and a path through it.

No education reform outruns the quality of its teachers. This strand connects initial training to practice, establishes a continuing training cycle with formal recognition, and organises the career around performance and around staying at hard-to-reach schools.

Connecting schools is the visible part; keeping the connection up, training the people who use it, and producing content of our own is the part that decides whether it works. This strand moves on all three at once, and publishes working connectivity, not contracted connectivity.
