The methodology for tracking education indicators is presented
The document sets out the formula, source, frequency and limitations of every indicator in the national system, and is open for public consultation.
The methodological manual of education indicators is now in the digital library. For each indicator the document sets out its definition, the formula, the source that feeds it, its frequency, the mandatory disaggregations and — explicitly — what the indicator does not let you claim.
The last section is the least usual and the most important: the limitations. A coverage indicator depends on the population projection used as its denominator, and a dropout rate depends on transfers between schools being recorded. Publishing those conditions next to the figure is what makes the figure arguable.
The manual is open to technical comment for sixty days before it is finally adopted.
