Definition

The share of students who, having passed the final grade of basic education, enrol in the first year of upper secondary the following year.

(New enrolments in the first year of upper secondary in year t ÷ students passing the final grade of basic education in year t−1) × 100.

Notes on interpretation

It is the system's biggest leak: it measures the jump between two levels that are often not in the same community.

Limitations

It does not capture students who enrol after a break of more than one school year.
