Can we commission the study without committing to the works?
Yes, and it is the norm. The study is billed and delivered separately; awarding us the works is not a condition of anything.
What if the study recommends not investing?
It is delivered anyway, in the same depth. A study that can only end in a recommendation to spend is not a study.
Who signs the report?
The technical team that produced it, by name, together with the group's technical director.
Do we get the financial model?
Yes — the complete file, unlocked, with its assumptions and its sources.
